Creating Blogger Account Step By Step:-

1. If you have an account with gmail.com you can use it to create a blog with blogger.com
2. Simply type www.blogger.com in your browser and press enter you will see following screen.

Click create an account
 

Create account in google

After filling form look like this
click next step after filling form

After filling form you will be given choice to create a Google Plus account
I strongly recommend you create Google Plus Account to promote your blog
I will tell you in some other post about How to Promote blog using Google Plus
After creating Google Plus Account click  back to blogger
